Heritage-led delivery

From the outset, delivery was shaped by a heritage-first approach. Early engagement allowed risks to be identified and managed sensitively, with construction methods tailored to protect the building’s original fabric throughout the programme.

Significant measures were put in place to safeguard historic parquet flooring, staircases, timber panelling and original joinery, alongside the protection of rare books and archival collections housed within the library during the works. Temporary protection, controlled access zones and carefully sequenced works ensured valuable heritage assets were preserved at all times.

Specialist birdcage scaffolding was installed to provide safe access to the ornate decorative ceiling, enabling restoration works to be undertaken without risk to surrounding features. Structural works, including piling, were re-specified and vibration-monitored to protect the building fabric and adjacent structures, ensuring no damage to this sensitive listed environment.

Scope of work

The refurbishment introduced new facilities while respecting the character and craftsmanship of the original building. Works included:

– A new children’s library, featuring bespoke specialist joinery designed to sit comfortably within the historic setting creating an engaging, durable and safe environment for young users.

– Restoration of the main roof and decorative ceiling, reinstating original detailing.

– A new external lift shaft, significantly improving accessibility for all users.

– Full MEP upgrades, alongside civils, waterproofing and heritage protection works.

Modern services were carefully integrated to minimise visual impact, with close coordination between the design team, conservation specialists and council stakeholders ensuring interventions remained sympathetic to the listed fabric.

Social value highlights

Embedding social value was a key project priority, creating lasting community benefit alongside the refurbishment. Highlights included:

– Delivered £701k social value (36.9% of contract value), exceeding the Council benchmark.

– Achieved 99% waste diversion from landfill, supporting sustainable delivery.

– Generated £502k local spend, including £166.9k with local SMEs, strengthening the regional economy.

– Engaged the community through student site tours, school activities and inclusive visits, connecting the project to its civic role.

– Supported skills and education through outreach with Middlesbrough College and Teesside University.

– Worked with the Council and local groups to deliver community heritage and learning activities.
